Announced Today: 2011 Class of Boettcher Investigators in the Webb-Waring Biomedical Research Program

Today, the Boettcher Foundation Board of Trustees released the names of the five early-career scientists selected for the second class of Boettcher Investigators in the Webb-Waring Biomedical Research Program. The announcement is made by Edward D. “Ted” White III, Chairman of the Boettcher Foundation Board of Trustees, who said "Our board is very pleased to embark on the second year of this important program, assisting early-career investigators in Colorado to continue their important research."

Launched last year, the Webb-Waring Biomedical Research program fills an unmet need in the state by assisting early-career investigators engaged in biomedical sciences to advance their research. Further, the program honors the tradition of Colorado's Webb and Waring families by investing in science that has the possibility of making significant contributions to human health.

Timothy W. Schultz, President and Executive Director of the Boettcher Foundation, said "Through this program, the Boettcher Foundation has been able to bring resources to an area where funds are currently lacking and where federal and private research programs provide limited support. Early-career investigators quite frequently have a difficult time securing a first opportunity at an independent research effort that will move them out of the laboratory of their mentors and onto their own new and exciting areas of discovery."

The 2011 (second) Class of Boettcher Investigators in the Webb-Waring Biomedical Research Program includes:

Individual grant amounts for these research projects range from $200,000 to
$300,000. The grant amounts varied based on funding allocated to each institution. Per program guidelines, the minimum budget was required to be $200,000.

Colorado Bolsters Funds for New Bioscience Companies, Job Creation

Industry supporters gathered at the Denver Museum of Nature and Science May 26th to celebrate Colorado Governor John Hickenlooper's signing of The Innovation Reinvestment Act, Senate Bill 47. The announcement is made by Holli Baumunk, President & CEO of the Colorado BioScience Association (CBSA), who says the bill was initiated during the 2010-11 legislative session by the CBSA in partnership with the Colorado Cleantech Industry Association (CCIA) and sponsored by Senator Rollie Heath, Representative Cheri Gerou, and Representative Jim Riesberg.

"Colorado's bioscience community is simply thrilled that, beginning in 2014, up to $2 million annually will be added to our state's Bioscience Discovery Evaluation Grant Program," Baumunk says.

2010-11 Legislative Initiatives Extend Colorado's BDEGP Program to 2018 & Increase Grant Funds by $26 Million through 2018, totaling $53 million

The Colorado BioScience Association (CBSA) has been fortunate to have passed/supported four financing bills through the 2010-2011 Legislative Session that will help the bioscience community grow in Colorado. The state has extended the BDEGP program to 2018 and increased grant funds by an additional $26 million through 2018 for a total grant program of $53 million. Quick overview:

SB 159: Distribution of State Share of Limited Gaming Revenue (CBSA supported) - HB1001's BDEGP program receives its funding from gaming and we were able to retain our funding at a slight decrease to $5.25 million per year.

HB 1283: Extending the Bioscience Discovery Evaluation Grant Program (HB 08-1001) CBSA bill - Extends the sunset date of the program from 2013 to 2018.

SB 47: Innovation Reinvestment Act (CBSA /Colorado Cleantech Industry Association bill) - Provides additional funding for the BDEGP program. It takes the net increase in State Corporate Income Tax Withholdings within the Bioscience and Clean Tech industry sectors and splits it out 50% to the General Fund, 25% to Bioscience and 25% to CleanTech. Bioscience's 25% will go to the BDEGP program which is estimated at approximately $2 million of additional monies per year. This will go into effect in 2014.

HB 1045: Innovation Investment Tax Credit (Colorado Software and Internet Association bill, CBSA supported) -provides up to $20,000 for individual angel investors that invest in a minimum of $25,000 per company. Currently identifying funding for the program.

From ColoradoBiz, trends in tech: 'A status report on Colorado's top six tech sectors'

Quoting from the May 2011 ColoradoBiz report by Eric Peterson:

"Holli Baumunk, president and CEO of the Colorado BioScience Association (CBSA) in Denver, is bullish, and she has the numbers to back it up.

'Bioscience is one of the few sectors that's been growing in the past two years,' Baumunk says. From 2005 to 2010, the biotech and pharmaceutical industries in Colorado grew by about 3 percent, while the larger industry suffered through a 4 percent contraction over the same period nationally. And Colorado's medical device industry outdid biotech and pharma by growing 8
percent over those five years.

However, not all is well in bioscience, Baumunk says. 'We're a little concerned about regulatory issues at the federal level and financial issues around the country,' she says. 'The FDA is undergoing major reforms that are having an impact on the bioscience industry. It's becoming a lot more stringent toward the medical device industry.

New devices could have to go through the same trials a drug goes through. The cost of that is extremely high. What we're really concerned about is what this will do to U.S. competitiveness globally. If we're constantly implementing more and more regulation on our companies, it's not going to be cost-effective for them to manufacture here. It's a long haul already, and this makes it longer.'

Proposals to lower the length of a patent on biosimilars, generic versions of biotech drugs with expired patents, from 12 years to seven have also raised the industry's ire, Baumunk says.

'It doesn't give companies enough time to recoup their investment,' she argues, noting that the average drug requires a decade to get out of the red. 'Why develop it? Where's the money? Another thing we're very concerned about is lack of financing for emerging bioscience companies. Venture capital money has really dried up.'

The CBSA is pushing for a five-year renewal of the Bioscience Discovery Evaluation Grant Program, which funneled $27 million to early-stage companies in recent years. 'We want that to continue,' Baumunk says. Same goes for Small Business Innovation Research (SBIR) funding at the federal level.

Nevertheless, Colorado is well-positioned with its fast growing medical campuses and programs at the state's institutions of higher learning. Baumunk cites both University of Colorado and Colorado State University as well as Colorado School of Mines. 'We are really lucky to have all of these research institutions.'"

Denver Business Journal: Colorado Bioscience Industry added back into Senate Bill 47

"The bioscience industry has been added back into a bill in the Legislature to provide new funding to the Colorado clean-tech industry, setting up that growing sector of the economy to receive as much as $2 million a year in additional state money...Senate Bill 47 — sponsored by state Sen. Rollie Heath, D-Boulder — would take 50 percent of the growth of future income tax withholdings from the bioscience and clean-tech industries and put them to two funds to be used to provide seed money for those sectors...It is the first time in Colorado that tax revenue from the growth of specific industries will be used to pay to help them to grow more...'We’ve shown that even small amounts of money help tremendously,' said Holli Baumunk, president and CEO of the Colorado Bioscience Association, noting existing funding has created 21 companies in three years and garnered private investment worth eight times the state investment. 'I think this is going to be something that will help grow and invest in our industry.'"

'Colorado, Florida, New Jersey, Pennsylvania, and Washington gear up to boost growth plans...'

Quoting from today's article by Alex Philippidis:

"Colorado life science leaders are working with state lawmakers this year to create a 'fund of funds' for venture capital firms that invest in life science and other technology start-ups. It would also extend the Bioscience Discovery Evaluation Grant Program (BDEGP), a $27 million initiative set to expire next year. 'We’re looking at hopefully starting a $100 million fund,' Holli Baumunk, president and CEO of the Colorado BioScience Association (CBSA), told GEN.

While CBSA is assessing options that include public funding, it is leaning toward more private-sector funding given the state’s budget woes; Colorado faces a $1.1 billion shortfall. 'The appetite is not really there right now to do it on the public side because of the budget issues,' Baumunk remarked.

BDEGP awards $5.5 million annually toward proof-of-concept initiatives, company formation, and infrastructure to support the growth of the industry. As of last month, the state appropriated $14 million toward the program. The industry credits the initiative with: creating 598 direct and indirect jobs in the state; leveraging $68 million in follow-on investment, grants, and matching funds; and helping 18 companies spin out of Colorado’s research institutions, with at least three more companies pending as a result of proof-of-concept grants.

Baumunk said a measure to extend BDEGP five more years is pending in the state General Assembly sponsored by Rep. Cheri Gerou (R) and Sen. Pat Steadman (D). BDEGP is among state programs funded from gaming dollars. The budget shortfall is raising concerns that the money will be diverted to the general fund rather than continue to be used for BDEGP or other programs. Baumank noted that the program may lose a total of $300,000 from the $5.5 million appropriated each year."

Boettcher Investigator Melissa Reynolds: "CSU researcher works toward better healing"

Quoting from today's Denver Business Journal article by Heather Draper - both CBSA President & CEO Holli Baumunk and CBSA Board Member are included in the article:

“'We’re working diligently to figure out other ways to help our companies,' said Holli Baumunk, president and CEO of the Colorado BioScience Association. 'We are exploring different options and different structures to determine what would work best for Colorado.'

The bioscience industry, which includes medical device manufacturers, drugmakers and biotechnology firms, employs about 20,000 people in Colorado, she said.

The recession made venture capitalists much more cautious with their funding, Baumunk said, and the ones who are still investing come in at later stages, when the company is already established, to try to reduce their risk.

'That creates problems for smaller, emerging companies,' she said."

Boulder Companies: "Biotechs progressing toward goals"

"A handful of area biotechnology firms are moving full steam ahead, bucking a national trend that has seen many cash-strapped companies in the field close down for lack of funding. Those companies include Boulder-based AmideBio LLC, which is creating new, natural material which could revolutionize Alzheimer's research. Boulder-based miRagen Therapeutics Inc. recently received a key U.S. Food and Drug Administration approval for a drug to regulate blood cell development. And Boulder-based InDevR Inc. saw its virus research published in an important industry journal. More than 80 bioscience companies large and small are located in the Boulder Valley, according to the Colorado BioScience Association. Of those, 35 are biotech/pharmaceutical companies, 40 are medical device companies, and at least four are biofuel companies. The CBSA is launching its 2011 Symposium Series Thursday, February 17, with the session, "Biotech & Pharma," 1-7 p.m., at the Grand Hyatt Denver, 1750 Welton Street. The announcement is made by Holli Baumunk, CBSA President & CEO, who says "We're extremely fortunate to welcome four Colorado company CEOs as presenters at our first quarter Biotech & Pharma Symposium." Participating CEOs include: Robert M. Di Scipio, President and CEO, Aegis Analytical Corp.; Bob Conway, President and CEO, Array BioPharma; Tim Rodell, President and CEO, GlobeImmune; and Steve Orndorff, President and CEO, Ariel Pharmaceuticals. "Bill proponents may point to a Feb. 2 report from the Colorado BioScience Association. In it, the CBSA stated that the state’s 3-year-old Bioscience Discovery Evaluation Grant Program, in which Colorado gives money to help bring university-created products to market, has created 598 jobs, resulting in $44 million in payroll.

Holli Baumunk, CBSA president and CEO, said her organization wrote the report because if it proved it leveraged the money well, the state might provide more funding.

She believes that other industries can and will produce such reports as the competition rises for tax expenditures.

'It’s just showing people that this is a great investment,' Baumunk said. 'And also, we want to make sure we show a good return on investment, because we’re going after further help.'

"Medical device makers oppose manufacturing tax"

Quoting from the Feb 11 article by Greg Avery:

"The CBSA has joined Washington, D.C.-based trade groups such as MDMA and AdvaMed in urging the state’s and other congressional delegations to repeal the tax, and to make other adjustments to the Affordable Care Act (ACA), though the industry supports many of its features.

Drug makers have particular concerns about one part of the ACA. The law creates a panel of presidential appointees with the power to alter reimbursement levels for drugs sold through Medicare and Medicaid, and the ability to appeal the panel’s decision isn’t defined, said Holli Baumunk, president and CEO of the CBSA.

Because of legislation in Congress to repeal or alter parts of the act, and a federal court fight over whether the government can require people to buy health insurance, there’s a lot of uncertainty clouding U.S. bioscience — and that undermines the country’s lead in the field, she said.

'People are trying to get a read on what will happen, and there’s just too many unknowns,' Baumunk said. 'Nationally, we see companies looking at developing [new products] in Europe and Asia first because they don’t know what’ll happen here.'"

The Colorado BioScience Association (CBSA) and The Colorado Office of Economic Development and International Trade (OEDIT) have jointly released results of the Bioscience Discovery Evaluation Grant Program (BDEGP) at the CBSA's Third Annual "Bioscience Day at the Capitol" event. The announcement is made by Holli Baumunk, CBSA President & CEO, who says the BDEGP has more than met expectations since its inception in 2006, providing the state a significant return on investment.

Baumunk explains: "Appropriated funding to date for the BDEGP has totaled $14 million; $10.8 million has been awarded as of August 2010, and $5.5 million has been appropriated for each of the next two years. The program has created 598 direct and indirect jobs in the state, resulting in a payroll of more than $44 million. Another $68 million has been leveraged through follow-on investment, grants and matching funds, providing 8.3 times the state’s funding."
